Zaki Rahmouni, a former member of the Independent High Authority for Elections, said that registering voters within a week to participate in the referendum (from May 27 to June 5) “is considered a danger to the electoral process.”

Rahmouni said, in a statement to the Tunisia African News Agency (TAT), today, Sunday, that voter registration is a key axis in the electoral process as it enables the integration of voters into the political process, but that its deadlines were set and limited to the announced date after the first meeting of the Board of Elections and Talking about the registration of a few tens of thousands in a week is not possible and harms the electoral process by making it unreal and actual,” according to his assessment.
He noted that the referendum calendar, which was announced, demonstrated the existence of prior work by the same administration of the electoral authority based on the electoral register itself, which he said “must be audited as soon as possible, with the need for this audit to be independent from a technical and administrative point of view.” About the Election Commission, in order to achieve real participation in the referendum, which translates the real desire of the voters.
Regarding the new composition of the electoral commission, Rahmouni considered this body a “court of first instance for elections” due to the number of judges who hold its membership, explaining that the composition reflects this, while the subsidiary bodies will remain the same.
On the extent of its independence, he said that most of the members did not issue positions defending the independence of the commission to judge them, with the exception of member Sami Ben Salama, who previously revealed his positions on this issue and even raised it to the President of the Republic during the swearing-in session.
In this aspect, he considered that the demand for the revision of the Commission’s law in the direction of its independence, the revision of the electoral law, and the raising of the issue of Chapter 22, which regulates the relationship of the electoral commission with the administration, is positive.
Rahmouni had considered in a previous statement that the election commission in 2011 was characterized by a decision-making mechanism, which was subsequently struck down and has an important degree of independence, given that the text distinguishes it by the public authorities meeting its demands absolutely before changing in 2012 and limiting its dealings with the administration within the limits of the available possibilities. .
It is noteworthy that the executive management of the Independent High Authority for Elections reviewed, in the first meeting of the new authority’s council last Friday, a draft electoral calendar to organize the referendum scheduled to be held on July 25, 2022.
She suggested that registration for the referendum start on May 27, 2022, with the immediate start of providing logistical preparations and opening the door for assignment debates, to assign registration agents from Saturday, May 14.
It also set, according to its proposal, the date of June 5, 2022, as the date for the end of the registration deadlines, provided that disputes and objections to the registration lists will start on June 12, and the final list of electoral records will be announced on July 8, 2022.
