Today, Friday, the feminist dynamic expressed its rejection of the presidential order No. 459 of 2022 regarding the nomination of members of the Council of the Independent High Authority for Elections, for exclusivity in appointment and lack of respect for the principle of parity, calling on the Presidency of the Republic to retract the government circular No. 18 on December 9, 2021, which represented a retreat from The requirement to respect parity in appointments to senior positions.
She added, in a statement, that feminist dynamism expresses once again its rejection of individual rule and all projects and revisions outside democratic frameworks, calling on all components of civil society to stand united against all initiatives of exclusion and discrimination advanced by state institutions and all attempts to rule alone.
And she expressed her strong condemnation of the path pursued by the Presidency of the Republic in relation to the Independent High Authority for Elections from the uniqueness in the appointment and dismissal of its members on the one hand, and the lack of respect for the principle of parity on the other hand, following the issuance of the presidential order No. 22 of April 21, 2022, relating to the revision and completion of organic law n° 2012-23 dated December 20, 2012 relating to the authority.
And she considered that in the face of the continued absence of a serious and clear dialogue with civil society organizations, the situation of imposing a fait accompli prevailed, and the amended decree of the Elections Commission came to be extended for another four years, i.e. after completing all the legislative and presidential electoral stations and may even include municipal elections, instead of being temporary and expiring with the expiry of The upcoming electoral process, which may affect the will of the voters.
She explained that in addition to the lack of independence from the new body by virtue of the appointment and dismissal of its members by the Presidency of the Republic exclusively, the remarkable absence of women from the composition of the body translates the “male policy” pursued by state institutions and the discrimination and exclusion that it bears towards women and the rejection of the principles of parity and equality between male and female citizens According to the text of the statement.
She added that the presidential decree was based in its introduction on the 2014 constitution, but it contradicts in essence the principles and values ​​embodied in the constitutional text such as Article 21, which establishes equality between male and female citizens, and Article 46, which translates the Tunisian state’s commitment to ensuring equal opportunities for men and women in assuming various responsibilities. And in all areas.
The dynamic considered that this presidential order aims to perpetuate the stereotyped image of women and to exclude them from political work and high positions.
It is noteworthy that the feminist dynamic was formed after July 25, 2021 and consists of the Tunisian Association of Democratic Women, the Bayti Association, the Association of Aswat al-Nisa, the Jusoor Association in Kef, the Association of Tunisian Women for Research on Development, the Association of Women and Citizenship in Kef and the Amal Association.
