The volume of waste recycling in Algeria annually is between 7 and 10% of the total waste produced annually, which amounts to 34 million tons, according to recent official figures that reveal the extent of the recorded delay, although the same figures indicate that household waste, which represents 13 million tons annually, which is an important economic resource.

According to these official figures; 54% of the waste is organic matter, which can be used to make fertilizers and produce energy.

Like many sectors, modern technology, the information revolution and digitization restore life to a lost wealth estimated at billions, through initiatives targeting waste recycling mechanisms in Algeria, which open electronic portals to digitize the collection of recyclable waste; for delivery to specialized companies.

Digital portals for collecting recyclable waste play the role of a link between waste collectors and companies active in the field of waste recycling in Algeria, especially in the absence of a culture of waste classification among citizens.

Electronic portals allow collectors of this type of waste to communicate with companies to sell it for recycling and use again. This reduces the national import bill of this type of important and necessary raw materials.

In parallel with the economic return, electronic portals bear an environmental importance, namely the disposal of this type of waste that is harmful to the environment and the ocean, especially those related to plastic waste such as plastic bottles and bags used extensively in Algeria, despite permanent awareness campaigns.

Walid Hajjaj, director of the digital portal “Rivadax”, believes that there is a potential to achieve up to 40 billion dinars (274 million US dollars) of waste annually, describing the waste recycling operations in Algeria, which is called “recycling”, as a servant of the national economy. Protecting the environment and the ocean.

Hajjaj explained that these processes create a new fabric of activity, which produces wealth and job positions and drives the wheel of the economy, which would have been idle had it not been for the window given by digitization, explaining that the idea stemmed from the reality that actually made “necessity the mother of invention”, and the vacuum that exists between waste collectors that are considered An important wealth, and among the companies specialized in the field of waste recycling in Algeria.

He said: “On this basis, the digital electronic portal Rivadax comes to shorten the distance and reduce the time between these two parties, as companies and recycling plants are experiencing difficulties in obtaining the raw material that has the characteristics necessary for its re-evaluation, through this type of process to be used again.” .

He pointed out that companies find in front of them only classic methods and communications, which are solutions that are considered “manual”, as they consume a lot of time, which is estimated in money in economic activity, as is known, and in return, waste collectors do not find the destination to which the waste can reach. Nor the exclusive needs of companies, so the idea of ​​the portal came to be a link between the two parties.

Hajjaj said that the portal is working to provide several services; The first is linking waste collectors and specialists in the field of recycling, but within this goal it provides a set of services to both parties of the relationship; It included the path through which the waste passes, in addition to providing all the necessary raw materials to continue this activity in good conditions, and the absence of any disruption or scarcity.

He added, “Our portal also offers the “Riva Box” service, which is a solution directed at office waste, through a set of collection and classification processes before directing it to be recycled again, and in this regard, it is related to paper, cardboard, plastics, beverage and juice cans, and waste ink from printing machines that are private waste.

He explained that the proposed solution – based on the database available in the portal – is a periodic collection process, once every week or two, depending on the size of the files produced by the concerned department or company, and the portal gives the company a report every month or every 3 months, to eventually enable it Knowing the volume of waste and office waste it produces and evaluate it financially and environmentally.

Regarding the contribution of waste recycling in Algeria to supporting the economy, he said that this process may support the national economy by about 40 billion dinars (274 million US dollars) annually; The national industrial waste is estimated at 3.5 million tons annually.

Plastic waste also reaches large numbers; Waste from plastic bottles alone is estimated at more than 400,000 tons per year, which is a huge fortune that gets lost in landfills, rather than recycling.

He continued, “The portal, in its current first phase, targets industrialists to confirm the ability to control the process’s course, before expanding it to families and citizens, which increases the size of economic and material gains, and reduces the environmental impact.”

Hajjaj addressed the environmental aspect and the protection of the ocean from waste, saying that it is an important aspect; Whereas, despite the efforts made by the authorities to demand that Algerians avoid the use of plastic bags, for example, it seems that these efforts remain insufficient.

He explained that from here comes the important role of the portal, which ensures that matters are placed under the hands of specialists in waste recycling in Algeria; To find out the waste that is subject to recycling in certain areas, to benefit from it instead of directing it to landfills, and then it can be ordered, purchased or transported, so that the waste becomes of marketing value.

Through the digital portal, informally active waste collectors can be gradually integrated, which is important; Since the majority of these young people work in an unregulated or formal way, and therefore the portal’s database allowed them to establish networks in certain areas, such as the city of Zeralda in the state of Tipasa, which witnessed the beginning of the matter; This made their activities regular, and job opportunities were available for them.

Khalwati explained that realizing the country’s delay in this area calls for the development of a national plan for digitization, and the use of technological methods at all stages of the process, starting from identifying the quantities of waste to be collected and their location, through identifying the parties concerned with collecting it, to the final destination represented by recycling companies.

He pointed out that the generalization of digitization in this field, like other economic sectors, is not only related to opening electronic gates, but to activating the “democratization” of all types of modern technology, and all its capabilities, by initiating the launch of applications, and embodying technical solutions like most countries of the world.

He added: “There is a need to pay attention to the regulatory and legal aspect, and adapt it to the requirements of the existing situation, as working with technologies is not enough without a regulatory framework that guarantees legal protection and defines the powers and responsibility entrusted to each party, and then overcome the differences and disputes that may occur while working with modern technologies.”
