And the in-kind registration system indicated that the property owner must, within 30 days of completing the completion of the property described on the map, submit a request to transfer his data contained in the registry to the real estate registry, and issue the title deed for him, and it is permissible – based on a decision issued by the concerned authority to issue a license to dispose of the property. The committee is concerned with looking into violations and imposing the penalty stipulated in the system. The rules and procedures for the work of the committee and the remuneration of its members shall be determined by a decision of the first official. The decisions of the Committee may be objected to before the Administrative Court within (60) days from the date of becoming aware of them. The system of in-kind registration in the real estate registry stipulated 4 conditions, namely that he should have at least a university degree in Sharia or legal sciences, that he had not previously been convicted of a crime against honor and honesty, even if he was rehabilitated, that he pass a qualification course in the real estate registration system in the manner specified by the regulation, and any other condition specified by the regulation. In its final rulings, the system concluded that the competent authority would issue the regulation – in agreement with the Ministry of Justice – within 90 days from the date of publishing the system in the Official Gazette, and it shall be implemented with its entry into force.
